VRC – Prime Contractor- is a small disadvantaged women-owned business and is a Small Business Administration 8(a) graduate. VRC was formed in 1991 to provide technical services to both the Federal Government and the private sector.  National Technologies Associates, Inc. (NTA) and VRC had a mentor/protégé relationship, which was been approved by the SBA.  VRC provides material management, and program and administrative support which includes: (a) Receiving, stowing, issuing and maintaining a current database governed by part number for all types of material (Ready for Issue (RFI), Ready for Use (RFU) and F condition, Individual Material Readiness List (IMRL) material) with a 98% accuracy rate; (b) Processing components for shipment and preparing proper supply documentation for shipment or disposal, as well as receipts of routed components for induction into process shops; (c) Processing components for storage in Production Control Stock rooms and ensuring components are in proper storage containers/dollies to safeguard against damage; (d) Ensuring all packaging and preservation requirements are met per Local Engineering Specifications; (e) Performing buyer functions within assigned span of control.  This includes: utilizing Manufacturing Resources Planning (MRP) II tools to identify required material and allocate material to MRP II projects; making adjustments to automated inventory databases; making recommendations for inventory losses and/or gains; reviewing daily materiel and financial reports to analyze completeness of data entries; and assisting in the construction of consumable replacement kits; and (f) Delivering material between warehouses and work centers.

Bechdon Company, a small business located in the Baltimore/Washington Metropolitan area, has been providing engineering, machining, welding, fabrication and associated services to the NSWC Indian Head for over 35 years.  During this period, their goal has been to create a full-service facility to handle a wide range of manufacturing and engineering, and to develop a capability to machine and fabricate physically small to very large parts.  Quality control equipment and procedures carefully monitor all inspection functions and follow ISO guidelines.

Dewberry Inc. provides comprehensive planning for, and protection against, potential manmade disasters and terrorist events. As industry-leading designers of facilities and infrastructure, Dewberry is well positioned to design the protection of these components as well.  Dewberry’s long history as a primary technical resource to the Federal Emergency Management Agency (FEMA) positions them as the leading provider of disaster business contingency planning, hazard identification and risk assessment, and project benefit cost analysis. Dewberry’s experts in land planning, transportation engineering, structural and mechanical engineering, and systems integration bring special skills to Homeland Defense projects. Dewberry provides consistent, reliable, and efficient management and technical support to the Federal Government. Agencies such as FEMA (under the new Department of Homeland Security), the US Navy, and the US Army Corps of Engineers have all come to trust Dewberry to help them manage important programs and help them deliver top-quality services to fulfill their missions. Their Federal Programs services include: disaster preparedness, response, recovery, and mitigation; Federal infrastructure; geospatial and mapping services; program management; and environmental management.

Future Technologies, Inc. (FTI) was incorporated in the state of Virginia in 1992 and achieved SBA 8(a) certification in 1995. They qualify as a Small Disadvantaged Business (SDB) and employ approximately 155 people.  FTIs corporate office is located in Fairfax, VA, and FTI has branch offices located in Dahlgren, VA and Middletown, RI.  FTI also has technical professionals located in customer facilities in Rockville, MD; Arlington, VA; Lexington, KY; Ft. Bragg, NC; Pope AFB, NC; Tampa, FL; and Moorestown, NJ.  FTI is an IT and program management support services company supporting primarily the DoD. FTI's major ongoing programs cover a broad spectrum of disciplines including program management support, training, logistics, facilities support, information systems design and development, computer systems operations and maintenance, and administrative and clerical support. FTI’s core capabilities reside in the areas of program management, information technology, and professional customer support services. Their primary customer is the US Navy and they provide direct, ongoing engineering, and technical support to Naval Undersea Warfare Center (NUWC) Newport Division and NSWC Dahlgren Division.  FTI received the Aegis Computer Center Activation Award in June 2000. 

AdapTech Corporation (AdapTech) was certified as SDB and 8(a) in December of 2000. AdapTech has been providing support to the NSWC organization for nearly 10 years, primarily supporting the Test Measurement and Diagnostic Equipment (TMDE) Program.  AdapTech provides its primary customer, NSWC IHD Detachment Seal Beach, a wide range of engineering, program management, technical, and logistics services in direct support of the NAVSEA TMDE Program Office, the MARCORPS TMDE Program Office, the NAVAIR SE Depot Rework Program, the NAVAIR Calibration Program, the Strategic Systems Programs (SSP) Calibration Program, the Southwest Regional Calibration Center, and the General Purpose Electronic Test Equipment (GPETE) Acquisition Program.  AdapTech assists the In-Service Engineering Agent (ISEA) with Depot capability establishment and enhancement services, which has led to an increased requirement for Detachment personnel with requisite demands for improvements to facilities and infrastructure resources.  Tasks have included: (1) Equipment performance assessments and requirements specifications; (2) Prime system/equipment maintenance assessments and requisite fleet equipment allowancing; (3) Workload and staff planning at the project and program levels; (4) Project level facilities requirements determination; (5) Management information systems utilization and enhancements; and (6) Annual and five year budget planning, DOD budget and POM cycle support.

Systems Management Technology, Inc. (SMT), a small business, has been providing logistics, engineering, and training consulting services to the DoD since 1987.  SMT specializes in Navy training, focusing on aircrew and ground crew operations and maintenance for manned and unmanned aircraft and related sensor and ordnance systems. This specialization extends to providing logistics and engineering services for training devices, technical training equipment, and curriculum associated with the parent weapon systems.  SMT’s training services include Manpower, Personnel and Training (MPT) analyses and documentation, Hardware/Manpower (HARDMAN) analysis, and training situation analysis.  SMT has prepared Manpower Estimate Reports (MERs) and Human System Integration Plans (HSIPs), developed Navy Training Plans (NTPs) and Navy Training System Plans (NTSPs), developed curricula (both paper-based and computer-based), and provided instruction in support of training capability transfer from the weapon system manufacturer to the Government.  Products developed using the Instructional Systems Development (ISD) process include training task analyses, Interactive Courseware (ICW) design documents and development plans, storyboards, training course control documents, lesson plans, trainee guides, test packages, and training handbooks. SMT has prepared development and fabrication specifications and flight safety data packages, designed/prepared engineering drawing packages, and performed structural and mass property analyses in support of training system development and acquisition.

CTEK is a privately owned, veteran-owned small business.  They provide engineering, logistics, computer science, and training in the form of superior, comprehensive technical support services for computer-based training, education, and knowledge base development. CTEK’s services include artificial intelligence, engineering, program management, logistics, and IT development, as well as training in each of those fields. CTEK provides technical expertise for logistics support technology and developing and maintaining ILS products for equipment and systems in the Fleet. Products and services include: concept development, R&D, T&E, modeling and simulation, knowledge and technical base, and management support. Specific areas of expertise and programs include: life cycle engineering, logistics technical documentation, logistics information technology, condition-based maintenance (includes aviation platforms – Joint Advanced Health and Usage Monitoring System (JAHUMS) and Air Vehicle Diagnostic System (AVDS) programs), Navy Joint Continuous Acquisition and Life-Cycle Support (JCALS) implementation, logistics systems analyses and modeling, materiel support, and automated prognostics maintenance.  CTEK has been providing consulting services to the Navy and DoD for over twenty-five years, developing expert systems using artificial intelligence, providing the logistics application of systems engineering, managing Navy and DoD logistics systems, providing IT solutions to re-engineered business processes, and developing curricula and classroom instruction. These services have been successfully provided to: Bremerton Detachment, Bremerton, WA; the Corona Division; the Port Hueneme Division; the Keyport Division; and NAVSEA Port Hueneme San Diego Detachment.

National Technologies Associates, Inc. (NTA) is an ISO 9001:2000-registered professional services company founded in 1981 and headquartered in Alexandria, VA.  NTA currently employs approximately 700 professional staff members who operate from a network of electronically linked offices nationwide.  NTA has supported NAVSEA and its field activities since 1987.  NTA’s contracts with NSWC Indian Head are particularly relevant to the subject solicitation. NTA’s primary areas of focus include: acquisition/program management support; Acquisition Logistics Support (ALS) management; industrial engineering; financial analysis services; Research, Development, Test and Evaluation (RDT&E); test engineering; training technologies and their application; and Information Technology (IT).

Blue Heron Services is a small veteran-owned business that provides direct support to logistics and maintenance personnel in the following technical areas: (a) Product support and sustained maintenance planning; (b) Operational Readiness evaluation and analysis; (c) Reliability and Maintainability analysis including support of Reliability Centered Maintenance; (d) Total Ownership Cost analysis; (e) Maintenance, supply, and training system performance and effectiveness; and (f) Process re-engineering and improvement activities.
