SOW 3.1 R&D Support.Under Contract N00174-01-D-0006 in support of NAVSEA Indian Head Division (IHD), NTA is the primary Research and Development (R&D) contractor on the Advanced Technology Ordnance Surveillance (ATOS) Program.  NTA refined the ATOS concept of operations, and developed system and subsystem design requirements including the application of Radio Frequency Identification (RFID) Technologies and design syntheses of Micro-Electromechanical Systems (MEMS) Technology.  NTA has also prepared ATOS development plans in support of NAVSEA IHD and NWS Yorktown, VA. 
Under Contract N00174-99-D-0006 in support of NAVSEA IHD, Bechdon provided support in the areas of fabrication, precision machining, electronics manufacturing support, assembly, metallurgy and quality assurance.  The work involved precision machining of a variety of Indian Head designed parts, as well as retrofit of existing hardware.  Bechdon’s design and manufacturing considered special safety requirements inherent to the propellant, pyrotechnic and explosive industry.  Bechdon performed material analyses, material composition identification, and structural analyses in support of malfunction investigations. 

SOW 3.2 Engineering Support.  Under the IHD BPA Contract (N00174-00-A-0003), VRC as a consultant to NTA assisted in providing systems engineering analyses, design, development, associated reliability studies, and engineering services requirements in support of the UAV Tactical Control System (TCS) and Expendable Countermeasures.  The NTA and VRC team also provided engineering expertise in support of the Aerial Refueling Stores (ARS) Program.  VRC also assisted NTA as they conducted engineering investigations to determine strategy and approach for the ARS and Maintenance Engineering Analysis.  VRC also provided assistance to NTA as they provided process-engineering support to resolve critical J52 jet engine shortages associated with the wars in Iraq and Afghanistan. 
Under Contract Number N66032-94-D-0012, Blue Heron Services provided support in the development of the operating concept and implementation plan for a logistics systems integrated test facility.  The analysis required identifying the requirements for the test facility, the operating concepts, and the scope of systems and processes to be tested.  Under Contract Number GS-23F-0149K as a subcontractor, Blue Heron provided engineering support for the Life Cycle Industrial Capability effort.  The effort involved the process-engineering tasks necessary to establish specific processes, process descriptions, and data/knowledge requirements for each process step. 

SOW 3.3 Modeling, Simulation, Stimulation, and Analysis Support. Under IHD BPA Contract Number N00174-00-A-0003, NTA provided fundamental processes in this functional area for the feasibility study of a PC based simulator for the Unmanned Aerial Vehicle (UAV) program in conjunction with the Schoolhouse located at Whiting Field, FL.  The simulator setup was conceptualized as a desktop configuration based on an ordinary PC.  A graphics accelerator card and COTS software were used to generate textured scenes, and were updated frequently depending on the complexity of any given scene.  The desktop control unit incorporated simplified UAV dynamics.  The scenarios were programmed with a Scenario Definition Language (SDL) that allowed features of the scenes to be easily specified as lists in a text file. 
Under Contract Number N00174-98-D-0019, FTI supports US Army Aviation and Missile Command, US Army School of Aviation Medicine, and NAVAIRSYSCOM Trainers.  FTI performed training model development and deployment for: the OH58D Crew Station Mission Equipment Trainer for the US Army Aviation and Missile Command and the UH-60Q Medical Suite Training Device for the US Army School of Aviation Medicine.  FTI also provided Maintenance Mentoring System (MMS) engineering, analysis, and development for various shipboard and airborne systems to include legacy data migration for: a pilot High Pressure Air Compressor system and an Air Conditioning and Refrigeration System for the Naval Sea Logistics Center; the MH-53E Communications/Navigation Avionics Maintenance Trainer for NAVAIR; and the AH-1W Super Cobra helicopter gun turret system for NAVAIR.

SOW 3.4 Prototyping, Pre-Production, Model-Making, and Fabrication Support.  Under the IHD BPA Contract (N00174-00-A-0003), NTA and provided engineering assistance in the prototype design, testing, and implementation of the Aerial Refueling Stores (ARS) and associated support equipment improvements.  NTA provided an analysis of the projected Total Ownership Cost associated with the prototype designs and implementation of design changes.  This included the development and creation of prototype drawings by means of AutoCAD to establish specifications necessary for procurement of ARS hardware.  NTA also developed prototype wire bundles for a developmental missile launcher. 
Under contract N00178-00-D-1021, Bechdon provides mechanical fabrication, assembly, engineering, and acquisition support of research and development prototype products in support of NSWC Indian Head.  Bechdon machined and processed items from various materials of all types from typical aluminum through exotic types such as ceramic, composite, HY80, aermet, etc.  Work is also performed in support of NSWC Dahlgren Division supporting various Naval, DoD and other Government agencies.  Bechdon has provided prototype conceptual items to aid in the development of new ordnance.  Under Contract MDA904-03-C-1685, Bechdon provides prototype-manufactured parts to the National Security Agency (NSA).  Products manufactured are used in direct support of Homeland Security. 

SOW 3.5 System Design Documentation and Technical Data Support.  Under contracts N66001-02-C-0002 and N00019-00-M-0016, VRC assisted in the creation, development, and implementation of documentation for SPAWAR program budget requirements and provided directives and forms management support to NADEP Jacksonville. 
Under NAVSEA IHD OMNIBUS Contract (N00174-01-D-0006), NTA provides engineering and technical analysis in reviewing Engineering Change Proposals (ECPs) and the evaluation of impacts on general ordnance systems.  NTA provides documentation support services, including upgrading, revising, and digitization of technical manuals, engineering drawings and technical documentation for Unmanned Vehicles (UV) and Weapons Programs.  In addition, NTA provides analysis of impacts due to ECPs, and other program changes, and develops appropriate change packages.  This also includes Development of Navy Training Systems Plans (NTSPs), User Level Support Summaries (ULSS), Integrated Logistics Support Plans (ILSPs) and associated engineering and design documents. 


Under Contract Number DACA31-01-D-0019, Dewberry provided design services from initial concept design through 100% design including bid documents for the relocation of Beulah Street in the vicinity of the DCEETA complex and Woodlawn Road.  Initially, Dewberry developed a centerline study for two (2) roadway relocation alternatives.  Dewberry also designed a secure perimeter for four historic buildings at Fort Belvoir that met certain requirements for consistency with the aesthetic environment and Fort Belvoir’s Real Property Master Plan Installation Design Guide.  The project consisted of a Preliminary Alternatives Analysis, a Perimeter Barrier & Landscape Design, a Structural Evaluation of the buildings within the perimeter if the standoff requirements could not be met, and Conceptual Expansion Plan of a school. 
Under Contract Number N00600-97-A-2275 as a subcontractor, Blue Heron provided support to the Enterprise Systems Planning Office (ESPO) for the development and fielding of the Human Resources Module of the enterprise-wide SAP-based Enterprise Resource Planning (ERP) System.  The specific support included operating as the Functional Team Lead for all issues related to the development of the Organizational Management module and its functionality.  Efforts included establishing tools and interfaces with the financial management module, establishing reporting capabilities, and data mapping across team modules. 

SOW 3.6 Software Engineering, Development, Programming, and Network Support.  VRC provided assistance in network support requirements for the warehouse at NADEP Jacksonville.  VRC assisted with the establishment of the Web design and maintenance support of the system.

Under Contract GS-35F-5778H, NTA designed an easy-to-maintain, dynamic content, web based database for the Hydra Rocket Project and provided a preliminary design of an interactive intranet financial planning database.  NTA included the means to track data for each item, maintain multiple sets of content for specific audiences, and maintain link structure.  NTA also developed and implemented a backup plan for Code 40, developed Network documentation, developed automatic backup software, and provided software engineering support. 

Under Contract Number GS-23F-984IH, FTI provides database services for the Armed Forces DNA Identification Laboratory  (AFDIL) that deal with digitization of standard procedures and functions used within the AFDIL scientific environment.  The Laboratory Information Management System software was developed for automating the manual analysis of specimens received and processed at AFDIL.  With manual methods and single-user applications currently used by the client, these projects addressed problems in the areas of operational consistency, correctness, speed of processing, adherence to SOP, user-friendliness and output quality.
Under Contract Number GS09T02BHD0111, AdapTech Corporation provides engineering and program-level support on current engineering programs and projects in work at the Design & Development Support Division, Code 745 of NSWC IHD, Det. Seal Beach in the form of analysis, program management, engineering and logistics of Standard Missile (SM) Mks 612/680/978, USMC TOW/DRAGON Missile Guidance Section Project, USMC AN/USM-631 Project, NAVSEA Gold Disk programs, NAVAIR ATE and MARCORSYSCOM TPS development. This included the review and analysis of shipboard systems and development of modernization solutions that include development, re-hosting, analysis of current test processes, and employment of leading-edge third party COTS tools to develop test software.  Under Contract Number GS09-TFR-01-R-0003, AdapTech provides engineering, technical, and logistics support services to the Weapons Support Facility Seal Beach in support of the OE-120 Antenna Group depot development.  They conduct fleet and depot systems level microprocessor based systems measurements technology assessments. 

SOW 3.7 Reliability, Maintainability, and Availability (RM&A) Support.  Under contract N00421-01-D-0024 as a subcontractor, VRC assisted in updating the Reliability Centered Maintenance (RCM) analysis as necessary and performed a RCM analysis.  VRC also assisted in updating the Task Analysis as required and prepared maintainability predictions.  The maintainability predictions were integrated with, and formed part of the Task Analysis study.  VRC also analyzed resulting maintenance tasks and logistics resource requirements.
Under NAVSEA IHD OMNIBUS Contract (N00174-01-D-0006), NTA provides reliability and maintainability analyses, and prediction; failure modes and effects analysis; criticality analysis; and maintenance engineering assessments for the Aerial Refueling Stores (ARS) Program.  NTA developed Supportability Analysis Records (SAR) using MIL-PRF-49506 as guidance and documented the results.  NTA updated the Level of Repair Analysis (LORA) and conducted and documented LORA using MIL-HDBK-502 and MIL-STD-1390D as guidance.  NTA also developed LORA on all SAR candidates using both economic and non-economic analysis and provided a LORA summary report.  NTA also updated the Failure Modes and Effects Analysis (FMEA).  NTA updated the Reliability Centered Maintenance (RCM) analysis and performed the RCM analysis using MIL-STD-2173 (AS) as guidance. 

SOW 3.8 Human Factors Engineering Support.  Under NAVSEA IHD OMNIBUS Contract (N00174-01-D-0006), NTA provided human factors engineering support for the development of the Unmanned Vehicle Desktop Simulator, Expendable Countermeasures, Computer Based Training (CBT) and Computer Based Cutaways for various weapons including the SLAM Missile, Parachute Flares, RT-1489/ALE (GEN-X), Rockeye, and RR-129 series Chaff. User Interface Design, human engineering and ergonomics, and human factors analysis and research were used extensively in these projects.  Our User Interface (UI) design encompassed design of the overall UI concept and principles, analysis of the user’s tasks and workflows, compliance of the UI with the design requirements, and conformance with application-specific standards and guidelines. For the Electronic Warfare Suite Maintenance and Operator Support System, including the AN/AAR-47 Missile Warning Set, AN/AVR-2 Laser Detecting Set, and the AN/APR-39 (V) 2 Radar Warning Set, NTA’s processes included function, task, and cognitive task analysis, human performance evaluation, and workload and situational awareness analysis. 

SOW 3.9 System Safety Engineering Support. Under the IHD BPA Contract (N00174-00-A-0003), NTA, with VRC as a consultant, provided system safety engineering support for the UAV Simulator.  The objective of the system safety program was to insure that safety was consistent with the simulator’s operational requirements were designed into all subsystems and equipment.  NTA’S efforts included development of a System Safety Program Plan in accordance with MIL-STD-882, which described in detail the tasks and activities required to identify, evaluate and eliminate hazards or reduce the associated risk to an acceptable level.  VRC also provided consulting services to NTA as they conducted a Safety Assessment of the simulator design and provided the client with a Safety Assessment Report, which addressed all significant hazards, with recommendations and precautions required to ensure safety of personnel and property. 

SOW 3.10 Configuration Management Support.  As a subcontractor under contract N00421-01-D-0024, VRC coordinates with NATEC to obtain Technical Directive (TD) Numbers for status tracking and monitoring of TD development, validation, verification, and installation.  The TDs are used by the Navy to direct those modifications or one-time inspections of all Naval aircraft, engines, support equipment, maintenance trainer panels, and serial numbered weapons system components in the custody of Contractor, Navy, or Marine Corps units. VRC provides tracking of the documentation for configuration management and control. 
Under the IHD OMNIBUS Contract (N00174-01-D-0006), NTA provides the analytical services necessary to assess, evaluate and coordinate configuration management policies, procedures, information management and requirements for Tactical Training Ranges throughout the United States. NTA provides recommendations for improving/enhancing Configuration Management plans, information exchange, and forecasting via automated information systems.  In addition, NTA provides technical expertise associated with Configuration Management to designated Tactical Training Ranges nationwide.  NTA conducts configuration audits including Preliminary Configuration Audits (PCAs) and Functional Configurations Audits (FCAs).
Under Contract Number N00421-99-A-1631 as a subcontractor, SMT provided configuration management services for several weapon systems.  SMT developed a SLAM-ER Common Munitions BIT Reprogramming Equipment (CMBRE) plan for reprogramming SLAM-ER all up rounds and CATMs.  SMT was responsible for review of ECPs for impact on training media, curricula, and training devices.  SMT was responsible for tracking Government Furnished Equipment (GFE) deliveries of SLAM missiles for retrofit into the SLAM-ER configuration.
Under Contract Number N00178-00-D-2001, FTI provides specific support to the Aegis Computer Center (ACC) for systems engineering configuration management.  As Aegis Combat System (ACS) baselines evolve, the functional and physical configurations of the ACC are impacted.  FTI provides engineering and operational analysis to evaluate the system impact to the ACC for all proposed tactical and simulation support equipment associated with the Aegis Combat System and with the ACS Non-Mark 7 elements. 

SOW 3.11 Quality Assurance Support.  Under IHD BPA Contract (N00174-00-A-0003), NTA, along with the consulting services of VRC, performed Quality Assurance (QA) related tasks.  NTA’s quality processes were used by VRC staff members to their fullest extent during the development of program requirements for the Electronic Warfare Suite Maintenance and Operator Support System consisting of the AN/AAR-47 Missile Warning Set, AN/AVR-2 Laser Detecting Set, and the AN/APR-39 (V) 2 Radar Warning Set.  NTA provided QA support to Navy Tactical Training Ranges throughout the US.  In support of NTA, VRC employed quality control processes to continue the collective identification of all areas to ensure appropriate updates and upgrades of required system devices, system specifications for devices, curriculum, and material necessary.  In line with our commitment to quality, we continue elevating our quality program as the projects are executed using the tenets of International Standards Organization (ISO) Standard 9001:2000. 

SOW 3.12 Information System (IS) Development, Information Assurance (IA), and Information Technology (IT) Support.  Under NTA GSA IT Contract, GS-35F-5778H, NTA provided help desk and systems support functions for approximately 200 users.  NTA provided customer service, technical assistance and problem resolution to Weapons Department users aboard NAVSEA Indian Head Division.  The tasks performed included IPX and TCPIP protocols, installation of new hardware and software, development of databases, and the development and instruction of an Excel 2001 class for basic and advanced program functions.  NTA provided IT integrated support for NAVSEA IHD Code 02.  This support included integrating and implementing the business processes, procedures, and policies with information management solutions.  These activities involved optimizing and establishing workarounds, procedures, processes, and operations across related business fields and integration of various business systems with NMCI compatible applications.  NTA also provides support to NAVAIR 6.0 Industrial Production Support Competency for Information Technology.  NTA supports the missions in the Department by integrating and implementing the business processes with information management solutions.  Web Project Management included designation as Webmaster and Web Team Manager, NMCI Implementation Manager, Software Development Manager, IPO Technical Manager, and Internet/Intranet Design and Content Manager. 
Under Contract Number N00178-01-C-1001, FTI provides IT system analysis, administration, operation and maintenance support to the Submarine Launched Ballistic Missile (SLBM) Computing Environment (SCE) at the NSWCDD.  This support is for all of the processors, servers, workstations, PCs, and computer operating systems that comprise the SCE.  It also includes: implementing a three-tier help desk support structure; keeping abreast of updates to COTS software; system security; developing and maintaining network diagrams; developing procedures for software installations, operating system installations, and software patches; virus scan; security reports; tape backup and recovery; and developing and maintaining user and system documentation, software documentation, and documentation for system programs.
Under Contracts GS09T02BHD0111 and GS09-TFR-01-R-0003, AdapTech provides engineering, technical, and logistics support services to NAVSEA and MARCORSYSCOM in support of the GPETE acquisition and fleet support program.  This requirement includes support of NSWC, Port Hueneme Division (PHD).  AdapTech contributes to the design and development of IT and IM solutions in support of legacy systems conversion and modernization.  AdapTech also conducts Fleet and ISEA measurements and technology assessments.  This included the review and analysis of database systems, development of modernization solutions that include database restructuring and re-hosting, analysis of current business processes, and employment of third party COTS tools to design a multi-tier architecture. 

SOW 3.14 Interoperability, Test and Evaluation, and Trials Support.  Under NAVSEA Indian Head Contract Number N00174-01-D-0006, NTA is responsible for assisting in planning and conducting the Test and Evaluation Programs for the V-22 Osprey tilt rotor aircraft and the H-1 helicopter upgrades program.  NTA’s responsibilities include ground based testing, flight test engineering, and ship/air vehicle interface.  NTA implements systems engineering approaches to enable interoperability in support of Government requirements and the Joint Process Action Team for the T-45 and T-6 trainer aircraft.  NTA also designed the UAV Desktop simulator while maintaining an understanding of the future challenges of a net-enabled battlefield environment, including interoperability architectures, systems and technologies. 

SOW 3.15 Measurement Facilities, Range, and Instrumentation Support.  Under NTA’s NAVSEA IHD OMNIBUS Contract (N00174-01-D-0006), NTA provides acquisition management, engineering and analytical support to the Navy’s Tactical Training Ranges Program Manager.  Their office provides range instrumentation for training in a realistic environment.  Sites supported include all land-based, sea-based, and underwater Tactical Training Ranges worldwide.  NTA prepares and provides comments on Program Master Plans (PMPs) for new range equipment installations and upgrades.  NTA reviews and updates Test and Evaluation Master Plans (TEMPs) for Tactical Air and Sea Combat Training Ranges.  NTA assessed, evaluated, and monitored ongoing Metrology and Calibration (METCAL) operations and policies to implement and assure conformance with Navy maintenance and quality guidance NTA developed and provided input to assemble a METCAL Program governing directive. 
Under IHD contract GS09T02BHD0109, AdapTech Corporation provided support of the NAVSEA TMDE Program Office, the MARCORPS TMDE Program Office, the SE Depot Rework Program, the NAVAIR Calibration Program, the Strategic Systems Programs (SSP) Calibration Program, the Southwest Regional Calibration Center, and the General Purpose Electronic Test Equipment (GPETE) Acquisition Program.  Key accomplishments include: establishment of an Avionics SE Depot facility; development of a shore site calibration facility in Guam for the SSP Program; enhancement of the Regional Calibration Facility to provide MARCORPS Calibration Program, NAWC Aircraft Div. Pt. Mugu, and NAWC Missile Div. China Lake with critical calibration support services; re-engineering of the TMDE Program infrastructure and capability realignment within the NSWC and NAVSEA Logistics community; and establishment of new TMDE Program processes utilized to improve identification of equipment acquisition requirements and methodology. 
Under Contract Number N66604-03-C-0357, FTI provides calibration support services to organizations within NUWCDIVNPT and its detachments. FTI calibrates all instruments at the site specified in accordance with the appropriate METCAL calibration procedures located in the calibration procedure library, and performs repairs to instruments that during some stage of the calibration process are found to have defects.

SOW 3.16 Acquisition Logistics Support.  Under contracts N66001-02-C-0002 and N00019-00-M-0012, VRC provides support services to the SPAWAR Procurement Office and the NADEP Jacksonville Procurement Office.  VRC develops PIDS for capital investments and assists in identifying agencies for acquisition in support of the Procurement Offices objectives.
Under IHD OMNIBUS Contract (N00174-01-D-0006), NTA provides Manpower, Personnel and Training (MPT) analysis, analysis of change packages, and analysis and evaluation of ATOS, UV, and Tactical Training Ranges Program logistics planning and functional support.  This includes providing recommendations for developing a comprehensive Acquisition Logistics Support Plan, recommendations for developing and modifying alternative Integrated Logistics Support (ILS) strategies and identifying the most effective plan to ensure the accomplishment of program objectives.  NTA assists with Acquisition Logistics Support (ALS) data requirements and development of Contract Data Requirements Lists (CDRLs) and Data Item Descriptions (DIDs). For six (6) years, NTA was the Navy’s Systems Command-Wide ALS training contractor for development and maintenance of an 18 course curricula taught at the Acquisition Logistics Training Schoolhouse at Naval Station Annacostia and field sites nationwide. 
Under Contract Number N00421-99-A-1631 as a subcontractor, SMT drafted Naval Training System Plans (NTSP) and provided training inputs to the Integrated Logistics Support Plan (ILSP) and other program related documentation the Sidewinder AIM-9X and SLAM-ER AGM-84H/K.  They assisted in the tracking of configuration management for several weapon systems.  They developed a SLAM-ER Common Munitions BIT Reprogramming Equipment (CMBRE) plan for reprogramming SLAM-ER all-up-rounds and CATMs.  SMT tracked GFE deliveries to the manufacturer and deliveries of Training Devices, All Up Rounds, and Exercise Missiles to meet T&E and Initial Operational Capability (IOC) requirements. 
Under Contract Number N66604-02-D-0128, FTI provided ALS services for the purpose of performing process improvement initiatives for NUWCDIVNPT Code 31 in the area of AN/SQQ-89 Basic and future AN/SQQ-89 ASW Combat Systems.  This effort included investigation and evaluation of industry standard tools, technologies, methodologies and processes applicable to weapon system process improvement initiatives.
Under Contract Number N00421-00-D-0466, CTEK applies the engineering and analytical disciplines required to implement ALS as a multi-functional technical management discipline associated with experimental development, design, test, production, fielding, sustainment, and improvement modifications of cost effective systems that achieve the war fighters peacetime and wartime readiness requirements. CTEK ensures that support considerations are an integral part of the system’s design requirements and can be cost effectively supported through its life cycle. 

SOW 3.17 Supply and Provisioning Support.  As a subcontractor, VRC provides supply and provisioning, and warehouse support to NADEP Jacksonville under contract N00421-00-D-0024.  VRC Assists with the establishment of the component repair program workload budget projections and throughput requirements.  VRC also provides acquisition of material to support production and provides production control assistance.
Under IHD OMNIBUS Contract (N00174-01-D-0006), NTA has participated in all aspects of supply and provisioning including developing Interim Support Packages and identifying improvements to the provisioning process.  NTA performs these tasks at Indian Head, MD; San Diego, CA; Jacksonville, FL; Cherry Point, NC; NAVICP Mechanicsburg, PA; and Philadelphia, PA.  NTA has participated in pre-provisioning and provisioning conferences in support of unmanned vehicles, training systems and various types of ordnance. NTA assessed pipeline requirements to establish the range and depth of spare and repair parts required to provide optimum supply support for each system or item assessed.

SOW 3.18 Training Support.  Under IHD OMNIBUS Contract (N00174-01-D-0006), NTA produces full-scale instructional systems using the five-phased Instructional Systems Development (ISD) process and validating/verifying the training system design. This was fully employed for the Expendable Countermeasures (ECM) Training, which required both a paper-based course of instruction per NAVEDTRA 130 Series and Interactive Multimedia Instruction (IMI) per MIL-HDBK-29612-3.  It included training for six dispenser types, eleven job tasks, twenty-nine ECM devices and six types of impulse cartridges.  NTA provided Instructional Media Design Packages, Course Conduct Information Packages, Training Conduct support Documents, Test Packages, and Training System Support Documents for the Weapons Support Equipment Training ICW, Reserve Dental Technician Proficiency Course IMI, and Reserve Unit Commanding Officer Course WBT. 
Under Contract Number N00174-02-D-0001 as a subcontractor, SMT performed Training Situation Analyses (TSA) for AIM-9M Sidewinder and AIM-120A/B AMRAAM system.  SMT developed Courseware Design Documents and Development Plans for the AIM-9M-8 Sidewinder Aircrew Interactive Courseware (ICW) and AIM-120A/B/C AMRAAM Aircrew ICW.   Following the release of the ICW, SMT interfaced with the Topgun Computer-Managed Instruction (CMI) contractor and prepared the Sidewinder AIM-9M-8 Aircrew ICW/CMI Guidelines.  SMT developed the AMRAAM Handling Awareness ICW, including unpacking, inspection, and loading topics for the AIM-120A/B/C AMRAAM on the F/A-18C/D aircraft. 

SOW 3.19 In-Service Engineering, Fleet Introduction, Installation and Checkout Support.  Under IHD OMNIBUS Contract (N00174-01-D-0006), NTA provides technical support to the V-22 and H-1 Resident Integrated Logistics Support Detachment (RILSD), which functions as the Assistant Program Manager Logistics’ (APML’s) on-site representative in all matters relating to weapons platform instructional systems, logistics support, and maintenance engineering requirements.  NTA conducts continuous on-site technical liaison and provides guidance for logistics support, maintenance engineering efforts, personnel training, and training equipment.  NTA provides engineering, logistics, and training experts to coordinate support activities and act as liaison between the Government, various prime and subcontracting entities, and the Fleet. 
Under Contract Number N00174-02-D-0001 as a subcontractor, SMT provided In-Service Engineering, Fleet Introduction, Installation and Checkout Support by reviewing Engineering Change Proposals (ECPs) for tactical missile systems and Pioneer UAV and assessing the engineering impact on related training hardware.  SMT participated in an engineering investigation on the Shadow Vertical Takeoff UAV (VTUAV).  SMT also assisted the Investigation Team in reviewing operational and maintenance history to determine the cause of each of five system failures within a one-month period.  SMT assessed if the suspected causes correlate to a trend that could be mitigated with manpower, personnel or training improvements. 

SOW 3.20 Program Support.  Under Contract Number N00421-01-D-0024 as a subcontractor, VRC assisted with establishing a component repair program, and providing workload budget projections and throughput requirements. VRC developed a Quality Control Plan for contract performance, and assists in the development of the travel budget and development of travel documentation for NADEP Jacksonville.
Under IHD OMNIBUS Contract (N00174-01-N-0006), NTA personnel develop and automate program documentation, develop acquisition specifications and data requirements, and assist with budget formulation, justification, and execution for Tactical Training Ranges and Unmanned Vehicles.  NTA provided program support services, which include FEAs, Integrated Support Plans (ISPs), Integrated Contract Support Plans (ICSPs), and controlling all program activities to ensure compliance with the contract requirements. In addition, NTA prepared program-planning briefs, developed and maintained work plans, and attended planning meetings, expositions, and planning conferences.  NTA provides program support for the Flight Training System Program office for management of site activation and support activities including the planning and application of lessons learned pertaining to the deployment of air vehicles, support equipment, and Ground Based Training Systems (GBTS). 
Under Contract Number N00421-99-A-1631 as a subcontractor, SMT drafted Naval Training System Plans (NTSP) and provided training inputs to the Integrated Logistics Support Plan (ILSP), Test and Evaluation Master Plans (TEMP) and Operational Requirements Documents (ORD) for SLAM-ER, SLAM, HARPOON, Penguin and Advanced Data Link Pod Programs.  They developed SOW and Training CDRLs for initial training SLAM-ER, SLAM, HARPOON, Penguin and Advanced Data Link Pod Programs.  SMT was responsible for reviewing contract deliverables related to training, and supported reviews of Training Devices, Technical Training Equipment and Training Curriculum.  SMT drafted the SLAM-ER Initial Operational Capability (IOC) & Fleet Introduction Plan, P-3 SLAM-ER IOC Plan, SLAM-ER Inventory Management Plan, S-3 SLAM-ER IOC Plan, and SLAM-ER Production Spreadsheet to support early IOC. 
Under Contract Number N66604-02-D-221D, FTI provides support to NUWDIVNPT, Submarine Electromagnetic Systems Department (Code 34), for the Periscope Program, the periscope repair facility, associated manufacturing processes, production practices and control processes and other Code 34 periscope related projects.  Tasks include: schedule development, schedule maintenance/tracking, planning support, program coordination, schedule assessment, data collection, resource allocation planning, and cost and manpower requirements definition.
Under Contract Number N68939-97-A-0017 as a subcontractor, Blue Heron submitted a Product (Technical) Data Master Plan and Implementation Roadmap to the Naval Aviation Community which contained:  an assessment of the DoD, Navy and Naval Aviation direction and guidance concerning product data; a vision statement and guiding principles; a description of the vision product data environment; an assessment of the current environment; and a discussion of the activities required to achieve objectives and a set of initiative and roadmap recommendations. 

SOW 3.21 Administrative Support.  Under Contract Number N66001-02-C-0002, VRC assists in the development of the travel budget and development of travel documentation. VRC develops Program Initiation Documentation (PIDs) for capital investments in support of the SPAWAR Procurement Office.  Under Contract Number N00019-00-M-0016, VRC’s NADEP Jacksonville Travel Office & Directives & Forms Management Support assisted in the development of the travel budget and development of travel documentation. VRC also developed PIDs for capital investments in support of NADEP Jacksonville Procurement Office.
Under IHD OMNIBUS Contract (N00174-01-D-0006), NTA provides planning, development, status reporting, technical review support, technology development, and life cycle management support for NAVSEA IHD Code 138B.  NTA provides administrative support for planning, budgeting, contract and systems/program management execution functions required for AECM, Weapons Support Equipment, Tactical Training Ranges, and general weapons support programs.
Under Contract Number N66604-02-D-2281, FTI provides the personnel, supervision and management necessary to accomplish administrative and clerical functions through the operation of multiple Administrative Work Centers (AWCs) for 13 separate NUWCDIVNPT Codes.
